Lawmakers make stand on English

A question-and-answer session centering around the chief executive earlier this month in the Legislative Council has revived the debate over English-language standards.
The issue was rekindled by Michael Tien Puk-sun's proposal that the council conduct its meetings in English once a month. While the suggestion, by a person who used to chair the Standing Committee on Language Education and Research (語常會), did not translate into the necessary votes, it created a ripple in the community, That is not to say that many lawmakers do not share Tien's fluency in the language.
Council president Jasper Tsang Yok-sing, for example, has said that English was one of his favorite and strongest subjects in school, earning him the moniker of "Little Prince of English" from a strict teacher. Likewise, Claudia Mo Man-ching of the Civic Party is equally good, and often delivers her speeches in English.
In a motion debate on regulating the beauty saloon industry earlier this month, for example, she spoke in English, at one point using the phrase "the pope is Catholic." That brought a letter from the council's secretariat asking Mo about her exact wording in using the phrase, as staff responsible for preparing the minutes were unsure. Mo said she used the phrase to make the point that something was obvious.
The phrase is widely used, with Mo saying there is even an explanation of it in one of her books. Tien and Mo are keen to help raise English standards in the territory, and both have frequently taken part in the English section of the Sing Tao Daily annual interschool debate competition. If Tien was first in with his proposal for a once-a-month English-only meetings, Mo wasn't far behind by calling for the practice to be expanded to the in-house and Finance Committee meetings as well. Mo backed up her suggestion with the observation that many teachers get students to watch Legco meetings to bolster their liberal studies. To encourage her fellow lawmakers, Mo will speak in English more frequently, even if she runs the risk of being seen as "showing off." Siu Sai-wo is chief editor of Sing Tao Daily
